In a statement from Canada, the monarch called the event “devastating,” praising Liverpool’s strong community spirit and the swift response of emergency services.
A 53-year-old man was arrested at the scene. Authorities confirmed the incident is not being treated as terrorism.
Prince William and Princess Catherine also shared their sympathies, saying they were “deeply saddened” and that their thoughts are with the injured, especially the children.
